On Saturday, the motion was finally approved by the House by a vote of 311–112. However, the final text of the proposal ignores the immigration issues at the U.S. border.
The plan primarily focuses on Ukraine’s defense against a Russian invasion, allocating $61 billion for that purpose.

The plan also includes $8 billion to offset China’s actions endangering Taiwan and other allies in the Indo-Pacific area, and $26 billion for Israel during a time when it is fighting Hamas militants in the Gaza Strip.

President of Ukraine Volodymyr Zelenskyy has been pleading with friends to increase funding so that his armed forces can better compete with those of Russia. In particular, he wants to protect Ukrainian cities from frequent drone and missile assaults.
Following the Senate’s acceptance, Zelenskyy congratulated Biden, Senate Minority Leader Mitch McConnell, and Senate Majority Leader Chuck Schumer, stating that the vote “reinforces America’s role as a beacon of democracy and the leader of the free world.”

“The air defense, artillery, and long-range capabilities of Ukraine are essential tools for restoring just peace sooner,” Zelenskyy stated.

Late on Tuesday, Schumer stated that the United States will shortly provide food and medication to civilians in Gaza, assist allies in resisting China, and give aid to Israel in its fight against Hamas and resistance to Iran. It will also provide air defenses and weapons to help Ukraine oppose Russia.
“We declare to our allies that we support them. We tell our enemies, ‘Don’t mess with us,'” stated Schumer.
Before the vote, McConnell informed the Senate that the entire world was waiting to see how the lawmakers would respond.

“History will record that even as allies and partners may have worried about the depth of our resolve, even as Moscow, Beijing and Tehran grew more convinced that our influence had run its course, and even as loud voices here at home insisted on abandoning the responsibilities of leadership, America stepped up,” McConnell stated.
Additionally praising Congress for passing the security aid bill, Israeli Foreign Minister Israel Katz said that the measure “sends a strong message to all our enemies” and that it is “a clear testament to the strength of our alliance.”
